Overview
In addition to geotechnical engineering, Burns Cooley Dennis, Inc. (BCD) provides the specialty services of Pavement Engineering. Pavement engineering is the evaluation of paving materials, structural design of pavement structures, monitoring and testing of pavement construction and evaluation of pavement performance.
The pavement engineering staff of BCD is highly trained and experienced. All members of our pavement engineering staff have at least 15 years of experience, with one member having over 30 years of experience. Two of our pavement engineers have Ph.D.’s in Civil Engineering with an emphasis on pavements and pavement materials
Our staff of pavement engineers has vast experience with rigid, flexible and composite pavement systems. We have evaluated and/or designed numerous types of pavements, including: gravel roads, parking lots, city streets, county highways, interstate highways, general aviation airfields, major airfields, military airfields, tank trails and ports.
Since its founding, BCD has successfully completed a wide range of pavement engineering projects for a variety of clients. Our clients have included engineers, industries, private individuals, developers, local governments, and state and federal agencies.

Pavement Materials
Burns Cooley Dennis, Inc. (BCD) has vast knowledge in testing, designing and specifying pavement materials. We have provided guidance on pavement layers for parking lots, streets, highways, runways, aprons, taxiways and ports. In addition to typical flexible and rigid pavement materials, we have been involved in designing and constructing resin modified pavements. These pavements utilize both hot mix asphalt and cement slurry grout to provide a very stable surface. This type mix has been used on roadways as well as tank trails and military airfields. We have also been involved in the development of design criteria for numerous types of specialty hot mix asphalt mixtures. Members of our pavement engineering staff have helped develop design and construction guidelines for stone matrix asphalt and open-graded friction courses. Stone matrix asphalt has proven to be very rut-resistant hot mix asphalt for highways as well as runways. Open-graded friction courses are hot mix asphalt designed to remove water from the pavement surface to improve frictional properties.
Pavement Structural Design
Burns Cooley Dennis, Inc. (BCD) has provided expertise on various pavement designs, including rigid, flexible, and composite pavements. Pavement designs have been accomplished for unsurfaced roads, streets, highways, airfields, tank trails, ports and commercial and industrial facilities. Our pavement engineers are experienced in conducting pavement designs using the AASHTO, FAA, Corps of Engineers, Portland Cement Association and Asphalt Institute empirical methods, as well as mechanistic-empirical methods. Burns Cooley Dennis, Inc. owns and operates a servo-hydraulic material test system to measure fundamental properties of paving materials for mechanistic-empirical pavement design methods including the new AASHTO method.
Pavement Construction
Burns Cooley Dennis, Inc. (BCD) pavement engineers have worked on numerous road and airfield pavement construction projects involving hot mix asphalt, Portland cement concrete, chemical stabilization, base course placement and subgrade preparation. Staff from BCD has provided technical assistance with regards to construction to the Army, Air Force, Navy, U.S. Forest Service, Federal Highway Administration, Mississippi Department of Transportation and Federal Aviation Administration
Pavement Condition Surveys
Burns Cooley Dennis, Inc. (BCD) pavement engineers have conducted numerous pavement condition surveys for parking lots, streets, highways and airfields. BCD pavement engineers have experience in the U. S. Army Corps of Engineers MicroPaver software for pavement management systems. As part of our pavement condition services, the pavement engineers for BCD are experienced in providing maintenance strategies for flexible and rigid pavements.
Pavement Maintenance and Repair
Burns Cooley Dennis, Inc. (BCD) has provided expertise in the areas of pavement maintenance and repair. BCD pavement engineers have provided recommendations on the maintenance and repair of parking lots, streets, highways and airfields.
Forensic Analyses
Burns Cooley Dennis, Inc. (BCD) pavement engineers have the capabilities and expertise to conduct forensic analyses of rigid and flexible pavements. For forensic analysis of flexible pavements, we maintain a tractor mounted coring rig that allows the sampling of flexible pavement structures, including the hot mix asphalt layer(s), granular base and subbase layers, stabilized layers and subgrades. BCD also has coring equipment dedicated to the sampling of concrete pavement layers. Burns Cooley Dennis, Inc. owns and operates a Dynamic Cone Penetrometer (DCP) for evaluating the strength of subgrade and subbases. The DCP was developed at the Waterways Experiment Station and the results have been correlated to California Bearing Ratio (CBR) values and resilient modulus.
Pavement Materials Testing
Burns Cooley Dennis, Inc. (BCD) routinely conducts testing to characterize pavement materials and layers. The BCD Construction Materials Engineering & Testing (CMET) facility maintains well-equipped and technically advanced soils, earthwork, concrete and asphalt testing laboratories. Our laboratory and field technicians are experienced in conducting all ASTM and AASHTO standard soils, earthwork, concrete and asphalt laboratory and field tests. Our laboratory facilities hold accreditations through the Corps of Engineers (COE), Mississippi Department of Transportation (MDOT), Louisiana Department of Environmental Quality (LDEQ), and AASHTO Accreditation Program. BCD participates in AMRL’s and CCRL’s soils, aggregates, asphalt and concrete proficiency program which is a national testing program that evaluates testing accuracy. Our technicians are currently certified by MDOT and ACI in the areas of soils, aggregates, asphalt and concrete. BCD personnel are also active in teaching and monitoring MDOT, MAPA, MCIA, and ACI certification programs for materials technicians.
